Operation Wealth Creation (OWC) has opened a one-week leadership retreat at the National Leadership Institute (NALI) in Kyankwanzi to strengthen institutional capacity and improve the delivery of government programmes.
The retreat brings together OWC leaders and officers from across Uganda to review government policies and align the organisation’s operations with national priorities, including poverty eradication, agricultural commercialisation and increased household incomes.
The Director of NALI, Colonel Okei Rukogota, who officially opened the retreat on behalf of Haji Yunus Kakande, Permanent Secretary in the Office of the President, urged participants to uphold integrity, discipline and professionalism in executing their duties.
OWC Deputy Chief Coordinator, Brigadier General Godfrey Muwanguzi, called for stronger monitoring and evaluation of government-supported programmes to ensure resources translate into tangible benefits for communities. He emphasised OWC’s role in supporting the transition from subsistence farming to commercial agriculture to boost productivity and household incomes.
The Chief Staff Officer, OWC, Brigadier General James Kaija, emphasised the “Hands On, Eyes Off” principle and directed all directorates to develop practical work plans based on Specific, Measurable, Achievable, Relevant and Time-bound (SMART) objectives.
He also called on officers to embrace the “No More Sleep” principle, which promotes vigilance, teamwork, discipline and a results-oriented approach to service delivery.
The retreat will also align OWC operations with key government frameworks, including the Parish Development Model (PDM), the Fourth National Development Plan (NDP IV), the National Resistance Movement (NRM) Manifesto and the Tenfold Growth Strategy.
