Operation Wealth Creation (OWC) leaders have been urged to strengthen coordination, improve accountability and enhance monitoring to ensure effective implementation of government programmes and deliver tangible benefits to Ugandans.
The call was made by the Joint Staff Political Commissariat, Major General Henry Masiko, the Head of Public Service and Secretary to the Cabinet, Ms. Lucy Nakyobe, and the Commandant of the Senior Command and Staff College–Kimaka, Major General David Gonyi, during lectures of opportunity with OWC leaders at the National Leadership Institute (NALI) in Kyankwanzi.
Maj Gen Masiko urged OWC leaders to embrace their responsibilities and ensure government initiatives translate into meaningful improvements in citizens’ lives.
Ms Nakyobe challenged the leaders to strengthen the implementation of the 23 Presidential Directives through better coordination, reduced bureaucracy, greater accountability and zero tolerance for corruption.
She challenged them to regularly assess performance, identify implementation gaps and take corrective action to ensure government programmes achieve measurable results. She also emphasised effective monitoring, information-sharing and prudent use of public resources to improve household incomes, strengthen livelihoods and enhance service delivery.
In his presentation, Maj Gen Gonyi examined Uganda’s geostrategic position and its role in advancing national interests amid an evolving global order.
He underscored OWC’s role in promoting agricultural productivity, increasing household incomes, empowering communities and improving livelihoods.
On foreign relations, Maj Gen Dr Gony said that Uganda’s strategic position as a landlocked country made regional partnerships essential for facilitating access to seaports, strengthening regional integration and expanding international trade opportunities.
Meanwhile, Dr Vincent Operemo of the National Planning Authority presented on the Fourth National Development Plan (NDP IV), covering the 2025/26–2029/30 period.
He outlined key national development priorities, including job creation, increased household incomes, industrialisation, infrastructure development and good governance.
