The Uganda Peoples’ Defence Forces–Air Force (UPDF-AF) has effected a change of command at the 4th Air Force Wing in Gulu, with Col Dickens Samson Opolot handing over to Lt Col Amon Kasikino.
The ceremony was presided over by the Commander of the UPDF-AF, Lt Gen Charles Okidi, who commended the outgoing commander for his contributions in training, logistics, command, and administration during his tenure. He assured the wing of continued support from Air Force Headquarters.
Lt Gen Okidi expressed gratitude to the Chief of Defence Forces, Gen Muhoozi Kainerugaba, for prioritising troop welfare, noting that the UPDF’s ongoing drive to construct accommodation and administrative facilities nationwide forms part of a broader strategy to raise living standards to internationally recognised levels.
He encouraged Lt Col Kasikino to build on the gains made by his predecessor and to ensure effective monitoring, evaluation, and accountability of ongoing projects. He further urged him to revive the Monday Baraza policy at the wing, which promotes dialogue and resolution of internal challenges without unnecessary escalation. “You are the commander, and you need to know how your men and officers live and work, to prevent cases of absenteeism without official leave,” Lt Gen Okidi said.
In his remarks, Col Opolot thanked the UPDF leadership, particularly the Air Force command, for the trust placed in him, and applauded the cooperation of 4 Wing personnel during his tenure. He called on them to extend the same support to his successor.
In his acceptance speech, Lt Col Kasikino pledged to work diligently and in close collaboration with the leadership team to achieve the wing’s objectives.
The ceremony was attended by senior UPDF officials, including Brig Gen Rubongoya, Director of Human Resource Management, alongside wing commanders, directors, heads of departments, senior officers, junior officers, and militants.
