The Deputy Commander Land Force, Major General Joseph Musoke Ssemwanga, has inspected ongoing Uganda Peoples’ Defence Forces (UPDF) infrastructure projects at the 3 Infantry Division Headquarters in Moroto.
The project consists of five blocks containing 30 housing units.

Maj Gen Ssemwanga commended the Commander of the 3 Infantry Division, Maj Gen Wilberforce Sserunkuma, for closely supervising the project from its inception to its current stage.
“This is one of the best facilities. It is neat and well completed. Thank you, General Wilberforce, for the oversight role you have played in supervision. We can now see the quality of work, and there is a big difference. The quality is really good,” he said.
He said that the housing units were being constructed in line with the strategic leadership’s commitment to improving the welfare of soldiers, particularly lower-ranked personnel.
According to Maj Gen Ssemwanga, better living conditions contribute significantly to troop morale, effectiveness, and overall mission readiness.
He also applauded the Division Engineering team for their professionalism, adherence to construction standards, and dedication to duty.
Speaking after the inspection, Maj Gen Sserunkuma reaffirmed the Division’s commitment to completing all ongoing infrastructure projects within the stipulated timelines.
He said the developments were intended to improve troop welfare while strengthening the Division’s operational capability.
Maj Gen Sserunkuma further emphasized that the 30 housing units would be used exclusively for soldiers’ accommodation in accordance with directives from the UPDF strategic leadership.
Present during the inspection were the Deputy Commander of the 3 Infantry Division, Brig Gen Allan Kyangungu; the Director of the Land Force Political Commissariat, Col Benon Asaba, among others.
