Colonel Mugarura takes over from Brigadier General Allan Kyangungu.
Maj Gen Serunkuma commended Brig Gen Kyangungu for his distinguished service and his commitment in strengthening foundational troop training within the Division.
He expressed confidence that Col Mugarura’s previous experience in the region would facilitate a smooth transition into the new role.
Maj Gen Serunkuma tasked the incoming Deputy Division Commander with consolidating and safeguarding the socio-economic gains achieved in the region while urging commanders to foster a supportive environment within the ranks.
“The UPDF is a brotherhood; you only have the title of a commander because of the men you lead. A good future leader does not wait for his superior or subordinate to fail; he guides them when they begin getting off track,” he said.
“I will strive to earn the trust and respect of those under command to ensure success and sustainable gains. The UPDF has a tested method of leadership, and you can only go wrong if you deviate from it,” he said.
The ceremony was attended by senior and junior UPDF officers, representatives of sister security agencies, and regional leaders, including the Commandant of the Anti-Stock Theft Unit, ACP Francis Chemusto, the Mountain Moroto Police Commander, brigade commanders, and other invited guests.
