OWC Effects Leadership Changes Across Key Directorates

Operation Wealth Creation (OWC) has conducted a series of leadership handovers and takeovers involving several directorates at its headquarters in Kamwokya, Kampala.

The changes involved the Directorates of Inspectorate, Research and Analysis; Operations; Special Duties; and Monitoring and Evaluation, as well as new advisory responsibilities within the Office of the Chief Coordinator.

The officers involved were Maj Gen (Rtd) David Wakaalo, who assumed the position of Director of Inspectorate, Research and Analysis; Col Victor Opera, who took over as Director of Operations; AIGP (Rtd) Moses Balimwoyo, who assumed the position of Principal Advisor to the Chief Coordinator; and Hon. Henry Banyenzaki, who also took up the position of Principal Advisor to the Chief Coordinator.

The OWC Chief Staff Officer, Brigadier General James Kaija, described leadership changes as inevitable and urged officers and staff to embrace new responsibilities wherever they are deployed.

Brig Gen Kaija urged officers to remain focused despite criticism, saying that positive results would ultimately speak for themselves.

“Accept criticism as long as you are in your line of duty, remain who you are and let positive results talk. Whoever may not understand you will be challenged by positive outcomes,” he said.

Maj Gen (Rtd) Wakaalo welcomed the merging of various functions, saying the arrangement could reduce redundancy and improve the coordination and management of institutional activities.

He underscored the role of research in strengthening the institution and supporting evidence-based decision-making.

“If you’re going to advise on strategic matters, then one must have facts to present,” he said.

Maj Gen Wakaalo called for academic work and research findings to be translated into practical solutions and urged staff to establish clear goals that integrate systems analysis with organisational processes.

The ceremony was attended by directors, departmental heads, staff officers and other members of staff.
