OWC And NPA Collaborate On National Development Plan IV

Operation Wealth Creation (OWC) has held a joint consultative meeting with the National Planning Authority (NPA) to refine the National Development Plan IV (NDPIV), Uganda’s key blueprint for socioeconomic transformation.

The meeting, held today at OWC’s Kamwokya headquarters, brought together significant leaders, including Brig Gen Godfrey Muwanguzi, Uganda Peoples’ Defence Forces (UPDF) Deputy Chief Coordinator of OWC, and Mr Charles Oleny Ojok, Deputy Executive Director of NPA.

The consultation aimed to update OWC on the progress of NDPIV and key priorities, particularly the alignment of critical production factors—land, labour, and capital—necessary to advance Uganda’s development.

OWC reaffirmed its commitment to working closely with ministries, departments, and agencies to ensure the effective implementation of NDPIV and guarantee that all citizens benefit from national development.

Mr Ojok expressed appreciation to OWC for its ongoing support in the drafting process, underscoring the importance of incorporating stakeholder perspectives to ensure the final document addresses the country’s most pressing challenges.

The draft NDPIV focuses on boosting productivity, driving sustainable economic growth, and tackling issues such as the 33% of Ugandans reliant on subsistence agriculture and the 16.5% youth unemployment rate. The plan also aims to strengthen Uganda’s largely informal private sector to expand the export base and diversify the economy.

This meeting represents a vital step towards finalising and operationalising the NDPIV, a framework that envisions a more equitable, prosperous, and inclusive future for Uganda.

OWC is dedicated to coordinating relevant ministries, departments, and agencies to achieve Uganda’s social and economic transformation, ensuring that development benefits reach all citizens for a prosperous and equitable society.
