UPDF Officers Urged To Champion Professionalism And Accountability

 

Officers of the Uganda Peoples’ Defence Forces (UPDF) have been urged to uphold the highest standards of professionalism and accountability as they carry out their security duties.

The call was made by Colonel Allan Kyangungu, Deputy Commander of the UPDF 3 Infantry Division, during a handover and takeover ceremony in Mbale.

 

The event saw Colonel Rogers Edyangu Okiror take over command of the division’s rear defence and security operations from Lieutenant Colonel Charles Akongo Okiror, who is due to retire later this year. “As you execute your duties, I urge you to uphold and sustain high standards of professionalism and accountability in your service,” said Col Kyangungu.

 

He emphasised the strategic significance of the Bugisu sub-region, particularly Mbale City, citing its historical, political, and operational relevance in eastern Uganda. He underscored the importance of vigilance, coordination, and community engagement in ensuring regional peace and stability. “Security is not the business of uniformed personnel alone. It requires openness, information sharing, and building strong relationships with the communities we serve,” he added.

 

Col Kyangungu described the leadership transition not merely as a change of command, but as a renewed commitment by officers to confront emerging threats and contribute to a united, peaceful Uganda.

 

He commended the outgoing commander, Lt Col Okiror, for his role in maintaining operational readiness, supporting deployments, and advancing intelligence operations to counter hostile elements. He urged the new commander to build on this legacy of dedication and excellence.

Mbale Resident District Commissioner, Mr Wopuwa George William, reaffirmed the support of local leadership and called for enhanced collaboration among security agencies and stakeholders, particularly in the run-up to the election period, despite limited resources.

 

In his remarks, Col Edyangu Okiror expressed gratitude to the UPDF leadership for the trust placed in him and pledged to promote unity, discipline, and a revolutionary work ethic across the joint security forces.

The ceremony was attended by several senior officers, including Col Wilson Barigye, Commander of the 407 Brigade; Col Richard Butungi, Division Administrative Officer; SSP Joseph Otai, RPC Prisons Eastern Region; as well as representatives from the Uganda Police, Uganda Prisons Service, Internal Security Organisation (ISO), and Operation Wealth Creation.
