Operation Wealth Creation Strengthens Grassroots Collaboration For PDM Success

Brig Gen Godfrey Muwanguzi, the Uganda Peoples’ Defence Forces (UPDF) acting Deputy Chief Coordinator of Operation Wealth Creation (OWC), has concluded a nationwide tour aimed at enhancing the implementation of the Parish Development Model (PDM).

The tour, covering 18 regions of Uganda, focused on raising awareness, assessing progress, and identifying areas for improvement to strengthen service delivery at the grassroots level.

In Mityana District, within the Mubende sub-region, Brig Gen Muwanguzi met with key stakeholders, including OWC coordinators, Resident District Commissioners (RDCs), Local Council V (LCV) leaders, and Parish Development Model focal persons. These meetings provided a platform for local officials and OWC representatives to discuss challenges, share insights, and plan strategies to advance the PDM’s objectives. “The success of the Parish Development Model depends on collaboration between district leadership and OWC teams. Together, we can unlock its full potential to transform communities,” Brig Gen Muwanguzi stated, highlighting the importance of partnerships in achieving the initiative’s goals.

Throughout the tour, Brig Gen Muwanguzi visited enterprise group leaders and beneficiaries to assess how PDM funds were being utilised, gaining valuable insights into the program’s on-the-ground impact.

Accompanying him was Dr Edward Katende, CEO of the Uganda Development Forum and a key representative of the PDM secretariat, who stressed the program’s transformative potential. “PDM is a multi-sectoral government strategy aimed at improving agricultural productivity, creating job opportunities, and enhancing household incomes. It’s about delivering essential services effectively and raising the quality of life for Ugandans,” Dr. Katende explained.

The tour covered regions such as Acholi, Lango, Teso, Bunyoro, Bugisu, and Ankole, reflecting OWC’s dedication to understanding regional challenges and ensuring the PDM is relevant to local needs.

By engaging with local stakeholders and addressing their needs, OWC is driving significant progress toward sustainable development and ensuring the PDM is embraced across Uganda.
