UPDF Trains 289 URA Officials In Transformational Leadership

The Uganda Peoples’ Defence Forces (UPDF) has passed out 289 Uganda Revenue Authority (URA) officials who completed a one-month Transformational Leadership Course, Intake 09/2026, at the Oliver Reginald Tambo School of Leadership and Pan-African Centre in Kaweweta, Nakaseke District.

Officiating at the pass-out, the State Minister for Microfinance in the Ministry of Finance, Planning and Economic Development, Hon. Shartsi Kutesa Musherure, applauded the URA management for its forward-looking approach to recruiting and training officers.

“You are laying a strong foundation for URA’s future success,” she said.

She emphasised the importance of ethical and visionary leadership in advancing the country, and urged the officials to execute their duties with integrity, empathy and foresight.

Representing the Chief of Defence Forces, the Coordinator Vital Assets and Strategic Installations, Major General Moses Rwakitarate, observed that the officers had achieved significant results within the one-month training period, describing their performance as exceptional.

“The only reason you have done so is that you liked what you are doing,” he said.

He commended URA leadership for choosing the UPDF institution to develop its personnel.

Maj Gen Rwakitarate noted that the decision by Ministries, Departments and Agencies to train their personnel at UPDF institutions demonstrated growing recognition of the value of military leadership training.

The URA Commissioner General, Mr. John Musinguzi thanked the UPDF and its leadership for partnering with URA in developing its workforce and transforming the institution through leadership training.

He encouraged staff to maintain the positive attributes acquired during the course, including discipline, ideological orientation, knowledge and physical fitness.

The Commandant of the Oliver Reginald Tambo School of Leadership and Pan-African Centre, Brigadier General Justus Rukundo, said the course was designed to nurture the mindset of URA officers, strengthen their leadership and organisational skills, and equip them with practical and proactive approaches to problem-solving.

He urged the graduates to guard against subversive tendencies, including corruption, sectarianism and intrigue, and remain loyal to URA and the country.

“You are expected to put the knowledge gained into practice so that everybody can testify that you are indeed a distinct and excellent intake and ideologically clear and politically cautious cadres of URA,” Brig Gen Rukundo said.

The ceremony was attended by senior officials and representatives from the UPDF, URA, the Basic Military Training School, Kaweweta, Uganda Air Force College, Nakasongola, the National Intelligence Academy, the Fort Samora Special Forces Command Training Academy, the URA Tax Academy and the URA Staff Academy, among other institutions.
