Military Police troops have been urged to keep core values at their fingertips as they prepare to provide security to the Uganda National Examinations Board (UNEB) during the pending Uganda Certificate of Education (UCE) examinations due to begin countrywide from October 12, 2026.
He reminded participants that UNEB had enormous problems before the UPDF deployed Military Police in 2017, with several examination malpractices undermining its vision of being a recognised centre of globally competitive educational assessment and certification due to people with no integrity. It is upon this background, he said, that the Chief of Defence Forces (CDF) chose Military Police to take over such a sensitive task in order to achieve the country’s trust as part of a mighty force.
The practice of cheating in examinations at all levels would result in students getting good grades but no performance and such vice kills the country’s progress, yet education is the foundation of its development.
The Commandant, who officiated at the send-off of the first group to provide examination security, implored troops to follow the guidelines put in place since it is not a welfare matter.
He also informed them that the selection was based on dependability, integrity, past conduct, level of commitment, discipline of security personnel, rank and leadership qualities.
“As Military Police, we have to keep the image of the UPDF, to support the wise decision of the leadership from the President and Commander-in-Chief of the UPDF, and Military Police as a formation by doing good and changing the narrative to fit in the required performance,” Maj Gen Beinomugisha said.
He also warned that whoever acts contrary to the said rules will be apprehended and charged under the UPDF Act, 2005.
“Being polite and respectful in identifying key stakeholders in the task will help you keep in the right lane and ensure a good flow of examination protocols throughout the season,” he added.
Among the participants, 513 are station commanders and 24 are route commanders ready to ensure that UCE examinations are delivered to the rightful stations without being tampered with.
