National Counterterrorism Centre Praised for Strengthening Uganda’s Counterterrorism Efforts

The Uganda Peoples’ Defence Forces (UPDF) Chief of Defence Intelligence and Security, Maj Gen Richard Otto, has praised the National Counterterrorism Centre (NCTC) for its pivotal role in safeguarding Uganda’s security, describing it as a focal point for coordinating counterterrorism operations nationally, regionally, and internationally.

Maj Gen Otto made the remarks during a handover ceremony in which outgoing Commandant Brig Gen Dominic Twesigomwe handed over leadership to Brig Gen Ceaser Bahwezi.

He commended Brig Gen Twesigomwe for strengthening inter-agency coordination, improving cooperation with other security bodies, and overseeing critical counterterrorism operations and training programmes. Maj Gen Otto urged the incoming commandant to build on these achievements and introduce fresh ideas, noting that leadership in such a strategic role demands trust and courage.

Brig Gen Twesigomwe, who has served in the UPDF for four decades, described the occasion as “special and emotional,” expressing gratitude for the opportunity to serve. He recalled that the centre was established by Presidential directive to align with national, regional, and international strategies against terrorism and violent extremism.

He encouraged younger officers to uphold discipline, reminding them that leadership is about responsibility rather than rank. Expressing confidence in his successor’s ability to confront the “existential threat” of terrorism, he cited Thomas Jefferson’s words: “The price of freedom is eternal vigilance.”

In his remarks, Brig Gen Bahwezi pledged to maintain the momentum of counterterrorism operations and deepen collaboration among stakeholders. Drawing on his prior experience in counterterrorism, he emphasised that the fight against terrorism requires unity of purpose and reaffirmed his commitment to dedicated service.

Established in 2013, the NCTC brings together national security agencies to coordinate counterterrorism responses in line with Uganda’s national priorities and international obligations.

The ceremony was attended by Directors and senior officers.
