General Court Martial Sets Date For Ruling On Appeal Of Two Majors

The General Court Martial holden at Makindye is set to deliver its ruling on the appeal of two senior army officers at the rank of Major on October 27, 2026.

The court chaired by Brig Gen Richard Tukachungurwa on October 13, 2026, informed the appellants, Maj Onesmus Blackie Orikirizibwa and Maj Reuben Namanya Muhoozi, who are facing charges arising from personal interest endangering operational efficiency and conduct prejudicial to good order and discipline, that they are to appear before the court again on October 27, 2026 for rejoinder by their lawyer.

The two Uganda Peoples’ Defence Forces senior officers were sentenced to three years and six months by the Division Court Martial at General Headquarters, Bombo, in 2024 and they appealed to the General Court Martial.

The same court remanded Maj Gerald S. Musoke to October 27, 2026 at Kitalya Government Prison on charges of two counts of theft and scandalous conduct by an officer.

Brig Gen Richard Tukachungurwa also presided over the case of Capt Emmanuel Okwapa who was facing charges arising from fraudulent offences and scandalous conduct by an officer, of which the court quashed the conviction and set aside the sentence following his appeal against the Division Court Martial at General Headquarters, Bombo’s final ruling.

The same court sentenced L/Cpl Opolot Moses to eight years imprisonment at Kitalya Government Prison on charges arising from failure to protect war materials with immediate effect. The court informed him that he has a right to appeal within 14 days from the day of judgement.
